EU LEADERS SUMMIT FINAL DECLARATION PUBLISHED


Within the scope of the EU Leaders Summit held in Brussels, after intense negotiations between the leaders who failed to reach an agreement on the results of Italy’s disability last night, it is stated that the final declaration reportedly reached an agreement.
The declaration included resolutions on immigration, EU enlargement, security, Russia and trade.
GREEN LIGHT FOR REGIONAL EVACUATION CENTERS FOR ASYLUM SEEKERS
According to the declaration, it has been pointed out that the illegal migration to the EU has been reduced by 95 percent due to the measures taken against the asylum seekers who constitute the main agenda item of the summit, an increase in the influx of asylum seekers on the Eastern and Western Mediterranean routes was noted.

In the declaration, where it is stated that the solidarity will continue to be shown with the “front” countries such as Italy, where asylum-seekers enter the EU, it was decided to investigate in close cooperation with third countries the idea of gathering in “regional evacuation centers” the rescued asylum seekers outside the territory of the member states.
In the declaration, it was stated that all member states should take responsibility for asylum seekers rescued on EU territory. In the declaration where it is decided to release the second 3 billion Euros financial support for Syrians asylum seekers in Turkey, the decision to transfer 500 million Euros was announced to the the EU African Fund
The declaration states that all member states should strongly protect the external borders and increase the work on the return of illegal asylum seekers.
OLIVE BRANCH TO MERKEL
“Secondary asylum movements” forcing German Chancellor Angela Merkel in domestic politics, in other words, with respect to asylum seekers already registered in an EU country and asylum seekers seeking asylum in another EU country, the declaration contained the following statements:
“Secondary asylum-seeker movements between member states jeopardize the Common European Asylum System and the Schengen acquis. In order to prevent these movements, member states should take all necessary measures and cooperate in their national legislation.”
In the declaration, it is stated that the Dublin Convention, which many member states want its update, could not be concluded, but the work will continue. The Convention predicts to lunch asylum seekers’ asylum application processes in the country where they enter to EU.
MORE RESPONSIBILITY FOR DEFENSE
In the declaration, it was emphasized that the EU should take more responsibility to ensure its own security and to be a reliable partner in the field of defense.
In this context, in the declaration called for deepening NATO-EU cooperation, it was also noted that the provisions of the Structured Permanent Cooperation (PESCO) provisions must be met.
SUPPORT TO COMMERCIAL RETALIATION IN THE USA
In the declaration, it was stated that EU gave importance to deepening and protecting the multilateral system based on rules across commercial tensions.
In the declaration in which it is called for improvement of the functioning of the World Trade Organization (WTO), especially it was requested to fulfill the gaps in the negotiations.
The declaration underlined that issues such as commercial support, development, effective and transparent sanctions should be updated in the WTO structure.
In the declaration which states that the US decision to apply additional customs duties on imported steel and aluminum cannot be justified for national security reasons, it has been noted that the EU fully supports retaliation measures to protect markets and the legal process in the WTO.
EXTERNAL RELATIONS
The declaration states that the EU supports the agreement between Greece and Macedonia that resolves the name issue, while the General Affairs Council’s declaration on enlargement has been approved.
In the declaration calling for Russia to accept responsibility for the crash of the passenger plane of MH17 belonging to Malaysian Airlines, it was emphasized that Russia should cooperate to reveal the truth.
